Council Meeting Minutes

April 11th, 2017



Council Members present: Councilor B. Beard, Councilor Deona Siex, and Councilor M. Sticka, Councilor S. Miller.


Employees Present: Janette Eldrige


Volunteers: Fire Chief Charlie Sumner absent.


Community Members present: Shirley McCarl, Rick Smith


Council meeting was called to order at 6:00 pm by Councilor Bill Beard acting Mayor for the meeting.


Pledge of Allegiance was recited.

Minutes for March, 2017: Councilor S. Miller made a motion to accept the minutes with corrections, Councilor Deona Siex, second’s motion and motion carries.

Executive Meeting Minutes: Councilor S. Miller made a motion to accept the Executive meeting minutes, Councilor Deona Siex second’s motion and motion carries.

Financial Report for March, 2017: Councilor S. Miller made a motion to accept the financial report for February, Councilor Deona Siex second’s and motion carries.


Bill’s for March: Councilor S. Miller made motion to accept the bills for March, Councilor D. Siex second’s and motion carries.


Delinquent Accounts: there are only three people who have not paid, Councilor S. Miller asked if any of them are consistently on the delinquent list and only one of them is, and Dawn Linzie had a big bill so I don’t know what is going on with her meter $890 dollar bill she is gone most of the time, in California taking care of a sick relative and her water has been off since January. Rick states that meter should be fine, something is wrong. We need to investigate what is going on. 


Fire Department: Fire Chief Charlie Sumner is absent.


Old Business: FEMA Park Fence project, FEMA park work day. Councilor Marcia Sticka states that they have never had any problems with the wire fence. The Council decided to stick with a wire fence instead of a wood fence the work day will start at 9am. Rick Smith suggested that we get a hold of Kevin Chick to see if he was going to help, he was going to put the post up with the cables through it out front for the rest of the pipe. Rick also states he some pressure treated posts that belong to the city if anyone with a truck can pick them up for the city. Computer and WI-FY for the Fire department will run $499 we have a bid from Unitec and $150 for Pat Struthers to repair the computer for the fire department. Councilor Deona Seix made a motion to put Wi-Fi in the fire department building, Councilor Marcia Sticka seconds and motion carries. Reservoir lining we need people like someone who knows our well to set up the lines to the holding tank and to the town, an electrician for the floats that regulate the water, maybe Ferguson I think he took over for Sam Bellamy. The three you should contact is Adam Wight, John Ferguson, and Silver Creek. Health care allotment some time ago the council approved me to get $100 a month for not taking the health insurance from Lexington it became effective January 1,2017, I taken it out but it now shows up in the unclassified in our Quickbooks. Councilor Bill Beard asked how do we fix it, I’ve talked to Michelle Long she said that it’s a small amount at least you know where it goes there is no way to put it on the pay checks without it being unclassified, taxes need to come out of it so it has to be paid by pay check. We can fix at the end year with the accountant so I will put it back in payroll.

New business: Resolution 17-3 was read by our acting Mayor Bill Beard. Employment there is 4 jobs in 19 months of job history Councilor Sheila Miller feels we need more information, I understand about long haul. Could we ask for the résumé? I think we need more information.  Are we going to run the add again I think we need to run it Craigslist, Monster and face book classifieds. Mike Haugen is asking if the lots 3900, 4000. Its Pecks old place it a double lot can be built on; I would like to build a home on it I was told that I need to ask the Council I’m here asking permission to build a stick built home in Lexington, the property is in the flood way, we will not abounded the alley way. Acting Mayor Bill Beard asked if he had been in contact with FEMA to see what they say. No I want permission from you first; it will need to be raised up. You need to secure all of your permits through us and follow all of the rules and regulations. Contact the planning department. Budget meeting: we need to have one person for each member I have two I need two more, Councilor Marcia said that Larry could be on the budget committee if that was possible, we can’t make them come, a budget committee member has a term of 4 years but we can’t make them stay for that term, it is hard to find people to serve, could you please make a date after you find enough people to be on the budget committee thank you Janette. Kymberli Erevia works for the planning department, and I asked her if she could help me with the web site since I don’t know how to down load our stuff on to it. The council agrees to allow Kymberli to help us with DLCD grant this grant was receive in December 2015, the grant was in the amount of a $1000 from Department of Land Conservation and Development. We did a lot of this in 2015 we did some amending and we did rezoning we had a lot of help from the planning department, now they want to know where the monies went and how we spent it. Councilor Deona Siex was the only one who was on at that time, so I need a signer for the grant. I spoke with Sheryll Bates yesterday about the WCVED grant so I took the liberty of filling out the papers, it is on the table, please look it over it needs to be turned in by the April 14th . The Town Truck what should we do with the town truck Mayor Bill Beard suggested we put it up for bid do closed bid advertise it in the paper for a week, Councilor Deona Siex asked if there should be a minimum bid on it, you can set $ 500 dollar minimum bid. Councilor Sheila Miller asked Acting Mayor Bill Beard if he had found a truck yet he said there is one he is waiting on a response.
